Over the Christmas-New Years holiday, Russia and Uzbekistan inked a long-in-the-works deal to provide Russia new basing rights. But, instead of granting Russia use of the Karshi-Khanabad facility, Moscow resigned itself to use the less desirable Navoi airbase. The agreement allows Russia to deploy troops and equipment to Uzbekistan under "force majeure" contingencies.
Given the Kremlin’s generous and liberal interpretation of force majeure in recent weeks, the local 'service providers' around Navoi are no doubt brushing up on their remedial Russian.
