The Foreign Ministry argued in a lengthy review of Russian foreign policy, posted on its website (www.mid.ru) on Mar 27, that "a strong, more self-confident Russia has become an important and integral part of positive changes in the world." The study argues that "the qualitatively new situation in international affairs creates a favorable environment for Russia to take the intellectual lead in a number of areas of global politics. In other words, we are talking about Russia's active participation, not only in implementing the international agenda, but in shaping it." The report stresses that the US has lost global leadership war and that the world has become more "multipolar" as a result. The Foreign Ministry's study also called on Russia to counter what it called US influence in the CIS, particularly in Central Asia.
