A company (Gazprom) is responsible to get its product to its paying customers (Europe). When this happened the first time (YEARS AGO) I would have blamed Ukraine, but as it stands, it is Gazprom's responsibility to deliver its product. Ukraine shouldn't be stealing gas and should pay its bills; but that should not necessitate an emergency on Europe's part.
